In a new position paper, published in November 2014, the Federal Environmental Agency (UBA) takes a position on shale gas production in Germany. The opinion now omits statements such as "fracking is and remains risky technology", which was still made at the end of July, with the presentation of the 2nd report on the environmental impact of fracking commissioned by the UBA, which was made by the UBA President, Maria Krautzberger. This assessment of a risky technology was strongly criticised after the announcement, as such a conclusion was not suggested by the 2nd report.

The position paper now takes a stand on the effects on fuel prices, supply security, import dependency and Germany's climate balance. Furthermore, it describes the guidelines that are necessary for minimising the risks for the environment and health.
